Cat A PultHow can I stop my kitten peeing on things?

He likes to pee on the mat in the laundry basket and clothes left on the ground. We washed the carpet and sprayed 'Cat-a-pult on it but it did not work, the real problem we obviously can do the other things out of reach for him! He also used her litter box, which we change regularly and remove any excess of disorder, because it's almost, it seems fair to take the piss on fabric!
