Cat In The Hat Costume

Im going to a costume party soon and im going to like the cat in the hat. I need to find a cheap, easy to make a good costume! Id say the limit is about 30 pounds, but id rather spend a little less!

and I can sew, if necessary. and I can easily get the equipment. but i cannot sew on a machine, right hand.

Well, I do not know how "professional" you want to watch, but I would go for black jeans black shoes black long sleeved t-shirt.
