In addition to pet stores usual, try thrift stores. You might consider baby clothes small. As for necklaces, be careful. Proper positioning is necessary so that if a collar is hooked on something, the cat must be able to slip it into his head without choking.

I think twice, then think again before investing much time or money in this project. Most cats I know are very resistant to the idea of wearing something, not even a necklace. I had all my cats microchipped because they wear necklaces. the idea of trying to force a sweater or a t-shirt on one of them - I do not see how I would. I even tried a cute hat once - nothing to do.
